This presentation examines Britain’s most recent nuclear power project, initiated in the mid-2000s, within the context of growing national and international concerns over energy security and climate change mitigation. This programme is part of what has been considered as Britain’s first fully-fledged energy policy in its history. This case study sheds light on the dynamics of public policy in contemporary British energy strategies, revealing how these have been shaped by deeply-rooted ideological orientations which can be traced back to the Thatcherite era. Using an instrument-based approach, we will explore how the interplay between neoliberal ideological values and the pragmatic constraints of politics has continually shaped and influenced one another. This policy example also provides insight into contemporary Conservative interpretations of the state's role and its policy instruments in addressing a “wicked” public policy issue. Energy matters have long stood in a grey zone, where balancing public and private concerns, nationalistic and vested interests, and the protection of individuals as both consumers and citizens has remained a most divisive challenge.
